During "Pre-War" commonly known to the inhabitants of San Jose, Occidental Mindoro (Pandurucan) as Peace Time. Bagong Sikat and San Roque are only the Sitios of Barrio Sta. Monica, under the management and supervision of Mr. Severino "Enong" Magsino as the barrio lieutenant and Sta. Monica which is the residential place of Mr. Severino Magsino, was considered barrio proper. The first to segregate to Sta. Monica was Bagong Sikat and was proclaimed as new residential barrio of different inhabitants came from Central Luzon, Northern Luzon and some other provinces of Southern Luzon. During the Japanese occupation and after Word War II proposal name of San Roque is "Sinagtala". Due of Mr. Severino Magsino problem of old age, he was then replaced by appointed Barrio Lieutenant Mr. George Marticio. The organization of Rural Police was established during the incumbency of George Marticio as Barrio Lieutenant. Changes of Sinagtala to Bagong Silang is the first proposal during the administrative of George Marticio but was not firmly confirmed.
Lately after a couple of years Philippine Congress passed and approved the Barrio Charter Law authored and sponsored by the late Congressman Gaudencio Antonino the father of Barrio Character Law. Due of his physical condition and all about his sickness George Marticio cannot magnify his position and did not participate at the first National Barrio Election. Timoteo Guerrero won as the Barrio Lieutenant with two (2) Vice Barrio Lieutenants in the person of Pedro Cruz Sr. and Alfredo Dela Paz Sr. now both deceased. After accomplishment of six (6) years term Timoteo Guerrero did not attempt for re-election. Eduardo Mazo and FloroG. Naoe filed their Certificate of Candidacy as the aspirant of Barrio Lieutenant. During the incumbency of Floro G. Naoe the rank of Barrio Lieutenant was promoted as Barrio Captain. Floro G. Naoe did not attempt for re-election, and Felix Bernales take oath as the new Barrio Captain of Barrio San Roque. Because of the declaration of Martial Law Philippine style, Felix Bernales Sr. was removed from the office of Barrio Captain and was replace by Jose "Pepe" Mangahas as the new Barrio Captain appointed by the Governor Arsenio Villaroza. Due of the conversion policy all over the country of Barrio as Barangay Captain, Jose "Pepe" Mangahas becomes the first Punong Barangay of San Roque and served as the new Barangay Captain. Barangay election was held and Jose "Pepe" Mangahas defeated is opponent and he was voted by the San Roque residents as still the Punong Barangay of San Roque. He automatically resigned upon filing his candidacy as member of Sangguniang Bayan of San Jose, Occidental Mindoro. Edmundo Vergel Sr. took over position of Punong Barangay and when the Kagawad National Election held Vicente Guerrero attained the highest number of votes and declared as the Punong Barangay of San Roque. Vicente "Enteng" Guerrero filed his irrevocable resignation and Edmundo Vergel Sr. took over again the position of Punong Barangay.
Edmundo Vergel Sr., Filomeno Santos and Estelito Balleza won and became the new Punong Barangay of San Roque. After nine (9) months of incumbency Estelito Balleza filed his candidacy to the office of San Jose Sangguniang Bayan and first councilwoman Manolita Tria took the position of Punong Barangay San Roque. Barangay Election held again and Filomeno M. Santos won the Barangay Election but automatically resigned upon filing of his candidacy and Emilio S. Mariano as successor took the position of Punong Barangay San Roque within the period of five (5) consecutive years. Barangay Election held again and Emilio S. Mariano and Ruben T. Insigne filed their candidacy as Punong Barangay Aspirant and Emilio S. Mariano was defeated by Ruben T. Insigne.
